The programme began with a pilot school in each local government area, a design that provides geographic coverage and a genuine basis for evaluation before wider rollout — which is a substantially better structure than a simultaneous state-wide launch.
The programme
Anambra State’s smart schools initiative introduced digital classroom infrastructure and a learning platform into a pilot school in each local government area, with the intention of extending the model on the basis of what the pilots demonstrate.

Why one-per-LGA is a good design
Most state education technology programmes launch everywhere at once, for a reason that has nothing to do with education: a state-wide launch is a better announcement. It is also the design that makes evaluation impossible, because there is no comparison group and no way to distinguish programme effect from everything else changing at the same time.
A pilot in each LGA does three useful things. It gives geographic and political coverage, so no area is excluded. It provides a natural comparison group in the non-pilot schools of the same LGA, facing the same conditions. And it surfaces the implementation problems — which they always do — at a scale where they can be fixed rather than replicated across hundreds of sites.
The discipline this requires is resisting pressure to scale before the pilot has actually taught anything, which typically means at least two full sessions.

What the pilots are actually for
The purpose of a pilot is to learn things that change the design of the rollout. The questions worth answering before extending are specific:
- How much teacher support was actually needed, versus budgeted? This is almost always underestimated, usually by a factor of two or more.
- What proportion of teachers were still planning lessons in the system after two terms, not two weeks?
- Where did the infrastructure fail, and was it power, connectivity, devices or maintenance?
- Did attendance and retention move, and in which schools?
- What did the schools that adopted well have that the others did not — and is it something the state can supply, or was it one exceptional head teacher?
That last question is the one that determines whether a pilot is scalable. A programme that worked because of an outstanding individual in each pilot school will not replicate, and it is far better to know that at pilot stage than at school number two hundred.
Reported outcomes
Figures circulated about the programme include reduced absenteeism and increased teacher CPD participation in pilot schools. These are programme-reported rather than independently evaluated, and they come with the usual caution: pilot schools receive concentrated attention, new equipment and visits from officials, all of which affect attendance and staff engagement independently of any platform.
This is not a reason to discount them. It is a reason for the state to commission independent evaluation with a proper comparison before the figures are used to justify a larger commitment. The transition from pilot to state-wide is where most Nigerian education technology programmes fail, and the failure is usually one of three things: teacher support budgeted at pilot intensity but delivered at scale intensity; infrastructure assumptions that held in the pilot schools and do not hold in the harder ones; and loss of political sponsorship before the programme is embedded in the civil service.
The protections are the same in every state: fund support for the years after launch rather than the weeks around it, select the next wave deliberately to include difficult sites rather than easy ones, and ensure the data and the operational knowledge sit with the state rather than with the vendor or with a political office.
